At Liberty Waste Solutions, our mission is to provide safe, reliable, and environmentally responsible waste and recycling services. To maintain our ‘No Can Left Behind’ standard while navigating fluctuating market, regulatory, and operational costs, we apply specific fees to certain services and accounts. Below is a detailed explanation of our standard fee policies.
A MESSAGE FROM OUR CFO ABOUT THE FUEL CHARGES
April 1, 2026
Dear Valued Customer,
Recent global events have caused a rapid and significant increase in fuel costs, which are a major operating expense for our company. While we have absorbed these increases as much as possible, we will be implementing a temporary fuel fee beginning April 1, 2026. This adjustment allows us to respond to
fluctuations in diesel prices while maintaining our reliable service.
Details:
- Liberty Waste Solutions will continue to absorb fuel costs at or below $4.00 per gallon
- The fluctuating fuel fee will only apply when the peak weekly on-highway diesel price, measured over the 30-day period ending on the 15th of each month, exceeds $4.00 per gallon
- Diesel pricing is based on the U.S. Energy Information Administration (EIA), Lower Atlantic
region, on-highway diesel prices (available here: https://www.eia.gov/dnav/pet/pet_pri_gnd_dcus_r1z_w.htm)

- The fee will be calculated as a percentage of your invoice and will appear as a separate line item based

For reference, the average diesel price from 2018 through 2025 was $3.51 per gallon. Many companies use this
as their baseline for calculating expenses. We have structured this program to absorb normal market fluctuations
up to the $3.99 threshold, with the fee applying only during periods of elevated fuel costs.
This is not a general price increase. It is a transparent, market-based adjustment tied directly to fuel costs, one of
the largest expenses in our business.
If fuel prices decline below the threshold, the fee will be reduced or removed accordingly. If prices rise above
the threshold again, the fee may be reinstated.
For customers with written service agreements, this adjustment will be implemented in accordance with the
terms and applicable notice provisions of your agreement.

FUEL FEE POLICY
PURPOSE:
Liberty Waste Solutions may charge a recurring Fuel Fee on charges for non-hazardous waste and recycling services, excluding taxes and any other charges that applicable law or an express written agreement requires to be excluded. The Fuel Fee is not a tax or a fee imposed by or remitted to any governmental or regulatory agency. It is intended to help recover direct and indirect fuel- and energy-related operating costs (including diesel, fuel additives, lubricants, etc.) and maintain an acceptable operating margin for reliable service.
HOW IT’S CALCULATED:
Unless stated otherwise in writing, the fee is determined using an objective, publicly available index: the U.S. Energy Information Administration (“EIA”) Lower Atlantic On-Highway Diesel Price. We use the peak weekly price published during the 30-day period ending on the 15th day of the month preceding the invoice period.
THRESHOLD:
We may reduce, remove, or not apply the Fuel Fee when the index is at or below $4.00 per gallon. When the index exceeds that amount, the fee is applied in accordance with our current schedule.
BILLING APPLICATION:
The fee will be shown as a separate line item and generally calculated as a percentage of applicable invoice charges. It is not intended to reflect the exact fuel cost attributable to any individual customer, route, or service location.
MODIFICATIONS:
We reserve the right, upon advance notice, to establish, change, reduce, remove, reinstate, or revise the fee, threshold, schedule, or methodology. Notice may be provided via service agreement, email, invoice message, or website posting.

ENVIRONMENTAL FEE POLICY
Purpose:
Liberty Waste Solutions may charge a recurring Environmental Fee on charges for non-hazardous waste and recycling services (excluding taxes/legally excluded charges). This is not a tax or a government-imposed fee. It helps us recover direct and indirect environmental and regulatory operating costs, including compliance, permitting, engineering, monitoring, landfill operations, and the safe, responsible operation of our facilities.
Variability:
The fee may vary by customer based on services provided, service location, line of business, disposal arrangements, and other regulatory factors. It also helps maintain an acceptable operating margin to ensure environmentally responsible service.
Billing Application:
Unless stated otherwise, it will be shown as a separate line item and generally calculated as a percentage of applicable invoice charges. It is not intended to reflect the exact environmental cost of any individual customer or facility.
Modifications:
We reserve the right to establish, change, reduce, or revise this fee upon advance notice, provided via service agreement, email, invoice message, or website posting.
